The State Department for Youth Affairs and the Creative Economy has proposed new funding to strengthen Kenya’s creative sector and expand opportunities for young people.

The department is seeking Sh244 million to establish film hubs in Yatta, Webuye West, and Turbo constituencies, and Sh100 million to support the Kenya Film School.

Principal Secretary Fikirini Jacobs appeared before the National Assembly Departmental Committee on Sports and Culture on Thursday to present the supplementary budget proposals for the 2025/2026 financial year.

She said the funding would empower young creatives, enhance training, and position Kenya as a competitive player in the global creative economy.

“PS for Youth Affairs and the Creative Economy, Fikirini Jacobs, appeared today before the National Assembly Departmental Committee on Sports and Culture for consideration of the supplementary budget estimates for FY 2025/2026,” the statement said.

Accompanied by senior technical officials from the State Department, the PS highlighted the importance of closing operational gaps and improving programme delivery. “Accompanied by Senior technical officials from the State Department, the PS addressed key budgetary proposals aimed at strengthening programme delivery, close operational gaps, and accelerate growth within the creative economy sector,” the department added.

The proposed film hubs are expected to serve as centres for innovation, training, and film production. Authorities said they will create employment opportunities for young creatives while decentralising access to creative infrastructure, ensuring that talent from different regions can actively participate in the sector.

“Among the key proposals is the allocation of Sh244 million for establishment of film hubs in Yatta, Webuye West, and Turbo constituencies,” the statement noted.

In addition to the hubs, the department is seeking Sh100 million to support Kenya Film School. The funding will cater for increased student enrolment, infrastructure expansion, and acquisition of training equipment. “The Department is also seeking Sh100 million for Kenya Film School to cater for increased student enrolment, infrastructure needs, and training equipment,” the statement said.

Officials highlighted that investing in institutions like the Kenya Film School is crucial for building a skilled workforce capable of competing locally and internationally. The creative economy is increasingly recognised as a key driver of job creation and economic growth, particularly for youth.

“The PS reaffirmed that the proposed allocations will play a critical role in empowering youth, nurturing talent, and positioning Kenya as a competitive player in the global creative economy,” the statement said.

The proposals now await review by the National Assembly committee as part of the supplementary budget process. If approved, the allocations will enhance the department’s capacity to support young creatives, expand training opportunities, and develop infrastructure across the country.

Stakeholders in the creative sector are watching closely, with expectations that the funding will unlock new opportunities for youth, strengthen institutions, and drive innovation within Kenya’s growing creative industries.
